Here we go Again ??
Another Tax Increase Pending
Our Charlotte City Manager has addressed projects discussed at the recent City Council retreat by recommending that the City Council raise our property tax rate by 9% in order to fund an 8-year Capital Investment Plan totaling about $900 million. Please remember this new proposed tax increase comes after the Mecklenburg County revaluation which in the majority of cases increased our property tax bills.
It will be of interest to learn exactly what this $900 million will fund and how the bond approval process using this money will work if the bonds are not approved?
To address this very important issue which will affect everyone of us District 7 City Council Member, Warren Cooksey is holding a town hall meeting so that representatives from the city managers office can present details and address questions on this proposal. This meeting will be on Saturday morning May 12th from 9:30 a.m. to 11:00 am. in the auditorium of Providence High School, 1800 Pineville Matthews Road.

Event Description
Recent storms continue to prove that the communities Bradford Pear trees are
quickly approaching their
end of life. There has been an increased number of broken tree limbs, which
endangers personal safety,
property, and traffic. In the near future, all homeowners should budget for
replacing these trees.
It is not acceptable to dock or partially cut them down. They should
be fully removed (including stumps) and replaced.
As a reminder, acceptable tree replacements for the communities Bradford Pear
trees include:
- Red Maple - October Glory, Red Sunset or Trident Maple - Oak Tree, ANY OAK
- River Birch - Cherry
Tree, Yoshino or Khwanzan - Purple Leaf Plum (Must be 10-12' Tall when installed)

The Ballantyne Breakfast Club & the Ballantyne Chapter of the Chamber of Commerce will be hosting this special meeting on Saturday morning at 9 AM February 11th in the Ballantyne Ballroom at the Ballantyne Hotel & Lodge. This unique meeting format is intended to provide you with an opportunity to meet with our elected representatives and other services leaders to learn what their top priorities are for 2012.

Our Landen Meadows' annual homeowners' meeting will take place on Thursday evening, January 26th, 7 PM, at the "Log Cabin", on Community House Rd., across the road from the Community House Rd. Middle School. All Landen Meadows Homeowners are invited.
The changes were effective December 15, 2011.
Curfew Hours:
Ages 12 and under: 10:00 p.m. to 6:00 a.m. seven days per week
Ages 13-15: 11:00 p.m. to 6:00 a.m. seven days per week
NOTE: CMPD Officer Grant has added: "Just so everyone
knows, as I know some parents enjoy dropping their kids off at Blakeney and
Stonecrest Shopping Centers."
Youth are not in violation of the ordinance if they are accompanied by a parent
or guardian or a responsible adult age 21 or over that has the parent's permission
to accompany the youth.

2. Between October 31st - November 2nd, ten of the community-owned Bradford Pear trees will be removed and replaced. This includes 5 trees on the Castlebay Road bridge, 4 trees near the pool walking bridge, and 1 tree on the corner of Quintrell and Walsham Drives. Irrigation and concrete repairs are planned for completion once these Bradford Pear trees are removed.
3. The Board would like to thank those homeowners who have maintained the yards
of others that have not been able to this summer.

Based on the information we had obtained on Robert Stephen Smith, we were able to make an arrest for Operating a Business within Mecklenburg County without having a valid business license. He was arrested yesterday at approximately 1500hrs.
Not knowing how long he will be incarcerated, we are asking that people still take this time to be aware of who is coming through your neighborhoods and soliciting for business. If you happen to see Robert Stephen Smith soliciting for business please call 911. Please make sure that he is putting flyers in peoples mailboxes or approaching potential customers for business and not just riding through the neighborhood. As it is not illegal to drive down a public street or highway.
Thank you for all the e-mails that I have gotten back about seeing him in your neighborhood, it helped us track down where he has been operating.

Landen Meadows Homeowner's Board
As of right now, we believe the suspect(s) are operating in two different vehicles, a White Nissan Sentra or Altima and a Gold Nissan Altima with Tennessee tags. Based on interviews, the Tennessee tag is on the Gold Nissan Altima and were not sure what kind of tag is on the White vehicle.
The vehicle(s) are being operated by black males, three of which are bald black males. In most cases the vehicles past by the intended target house a couple of times before they attempt to gain entry. It also appears that they are ringing the doorbell to ensure no one is at home before they attempt to make entry. They are making entry through the rear of the house, either by kicking in the back door or smashing a window around the door and unlocking it.
Once they make entry they are focusing on jewelry in the house. Several of the cases the victim had laptops, TVs, and other valuable electronic items were in plain view and went untouched by the suspects. So they arent carrying anything of significant size out of the house.
Also, we are still on the lookout for the older boxy model Red/Burgandy Cadillac with a burned out headlight. Although we havent had a break-in with their typical method of operation in about a week and a half, they are still out there.
If you have any questions or see anything suspicious, please call 911 immediately and describe to the 911 operator what you are seeing. A lot of the information we are getting are from neighbors who witnessed the suspects around the target house, but did not call 911. Even though we are getting good suspect information, it would be great to catch the suspects in the commission of the crime!

There was a suspect vehicle seen at Pacific Echo and Paxton Run. The description in each is virtually identical. In the Pacific Echo B&E the vehicle is described as a full size Lincoln, Grand Marques, Crown Vic type vehicle with the right front headlight burned out. The vehicle is dark in color. It least four suspects were involved, possibly black or Hispanic. In the Paxton Run B&E the vehicle is described as an older boxy style Cadillac or Lincoln, dark in color with a headlight burned out.

Dangerous conditions for both drivers and pedestrians, at the intersection of Community House & Ardrey Kell Roads, are caused by some who illegally use the "right only" turn lanes to go straight. Many changes to the intersection, including the "Islands" shown to the left, are currently proposed for early 2012. Improvements aside, we are requesting that all drivers please observe current traffic rules - including only using the Left lanes when going straight. A meeting on the project will be held on September 22nd, from 5:30

"CMPD Burglary detectives are actively investigating a recent rash of
residential burglaries that have similar suspect descriptions and use similar
methods.
"While citywide, burglaries were down nearly 5% last year compared to 2006,
we have seen an increase in the past couple of weeks," says Captain
David Poston, who leads CMPD's Property Crimes Unit. "People feel especially
violated when someone has broken in to their home and stolen their personal
belongings. It is a major priority for us to catch the people who are responsible."
Over the past month, detectives have seen a pattern to some reports of burglaries
and are pursuing leads to identify and arrest the thieves. In fact, Hickory
Grove division officers made arrests in a case today (20080124132000) that fit
the pattern of some other recent burglaries. Detectives are interviewing those
suspects and investigating to determine whether they are connected to any other
crimes. The suspects names will be released once they have been processed.
Four break-in's yesterday (January 23, 2007) in the North part of the county
had suspect descriptions and methodology similar to some burglaries that occurred
earlier in the month in the South Division. To date, 17 break-ins this
year in various parts of the city have had the similar suspect and methodology
descriptions.
Patterns of Recent Burglaries
Suspect descriptions: when suspect descriptions are available, witnesses report
seeing 3-4 Black males, ages 18-25, most with dreadlocks
Suspect vehicles: the thieves are driving late-model sedans or SUVs that are
stolen or rented
Anatomy of these break-ins
Most are occurring during the day, although there is no apparent pattern to
the time or day of the week
The suspects are knocking on doors to make sure no one is at home before entering
the home, usually by going around to the back door and kicking it in
There have been some reports of the suspects entering through front doors when
the house design makes that entrance less visible from the street
In some cases, when residents did not respond to the knock on the door, the
suspects broke in, apparently thinking no one was home
When the suspects saw someone was home, they fled, often without taking anything
from the residence
Whats Being Stolen: these thieves are targeting homes with plasma televisions
and/or other high-end electronics or computers easily visible through a downstairs
window.
CMPD detectives are following up on a number of leads and officers throughout
the patrol divisions are covering hotspots and working with neighborhoods residents.
In addition to providing information about cases and safety information, they
are teaching prevention initiatives and encouraging residents to actively participate
inor starta community crime watch program.
Take Steps to Reduce Risks
There are a number of actions citizens can take to reduce risks of being a victim
of these burglars:
· Be on the lookout for and call 911 to report suspicious persons in
your area. Be especially sensitive to those who fit the descriptions in these
similar cases
· When you are home and someone knocks on your door, let them know you
are home. If a visitor is unexpected, say, Please leave. I am calling
the police. If their visit to you is legitimate, they will provide more
explanation. If they were checking to make sure the house is empty, they will
leave.
· Activate your home alarm system, especially when you are not home,
but even when you are.
· Close blinds or curtains so valuables are not readily visible from
outside your home.

RE: Response to concerns regarding the barricade between Ardrey Woods and Ardrey
Subdivisions (on Cotton Press Road)
Good morning Ms. Dattolo,
Although the paving is not yet completed, the developer is still moving forward
to do so. Attached is a schedule for the paving to occur by mid-November. Again,
once paving has been completed the street acceptance process will begin. Once
accepted the chain on Cotton Press Road will be removed.
Charlotte-Mecklenburg Utilities would like to thank its customers for their
continued cooperation during the drought. With your help, we have reduced water
consumption more than 16 percent since mandatory restrictions took effect. Unfortunately,
lake levels continue to decline, and it is very likely that Utilities will need
to enact further mandatory restrictions next week that ban the largest discretionary
water uselawn watering.
Please be prepared to follow these amended restrictions to help protect our
drinking water supply:
Any lawn watering, including the operation of sprinkler systems, will be prohibited
at all times. The operation of ornamental fountains will not be allowed. Residential
car washing and refilling of swimming pools remains prohibited (topping off
is still allowed.)
Drip irrigation and hand-held use of watering containers and hoses with spray
nozzles will still be allowed to sustain flower beds, shrubs and trees. Except
for lawn watering and fountain operation, commercial uses of water also will
still be allowed, including commercial pressure washers, nurseries, car washes,
etc. We encourage homeowners to delay discretionary fall landscape projects,
such as aerating and reseeding, until regular rainfall patterns return.

"Good afternoon,
I've received several phone calls today as well as emails about the subject
issue. Most, if not all, are representatives from Landing Meadows subdivision
and are inquiring about the removal of the barricade on Cotton Press Road. I
waited until the end of the business day to respond to everyone at one time.
Currently the streets in Ardrey Woods Subdivision and Ardrey Subdivision are
private streets on private property. The developers for both subdivisions have
dedicated the streets to the City as public right-of-way. Once the streets meet
City standards the City can accept the offer of dedication which will result
in the streets becoming public right-of-way and the streets being maintained
by the City of Charlotte.Until then, the City cannot require that the barricade
be removed.The primary outstanding issue for Ardrey Subdivision is the placement
of the final inch of asphalt. It is my understanding as of today that the developer
for Ardrey has verbally agreed to place the final inch in September. Once this
happens a City inspector will meet with the developer / contractor to perform
a final inspection. At this time any deficiencies will be identified and a punch
list prepared. The develope r/ contractor will have 30 days to complete the
punch list; otherwise, he will need to call for another inspection. Once the
punch list items are addressed the City will finalize the process to take over
the streets for maintenance, at which time the streets will be public and the
barricade, if still present, will be removed. The reason I am going into this
much detail in describing the process, is to let you know that this process
could take 3 months or longer. However, it appears that at this time there is
a plan in place and an approximate schedule as to when the barricade can be
removed.
I will be glad to keep you updated on the progress of the street acceptance,
but it would be very helpful if you identify one representative from Landing
Meadows for me to communicate with.

We recently paved Cotton Press to Cunane's Ardrey which would allow secondary
access to Ardrey Woods. Unfortunately, Cunane installed a new barricade immediately
following our completion of the connection.
As promised, we have continued talking with city officials about secondary access. We need your help to keep pushing the issue of safety and connectivity with the City in hopes for a favorable outcome.
The city is brainstorming the matter and we think some resident calls from Landen Meadows may help. Would you please ask some concerned Landen Meadows residents to contact David Weekly at (704) 336-4103 dweekly@ci.charlotte.nc.us and ask for his help opening this secondary access?

· BLUE tags may be pinned on a towel, pool bag or stroller.
· The life guard must be able to visually scan the pool and see all tags.
· Guest day passes will be issued by the life guard.

Welcome to our three new Board members, Matt Cheney, Scott Martin, and Katherine Podrasky. Special thanks to Janis, Ed, and Bill for their community service on the board.
The meeting was "Robust" with much dialog, back and forth, between the residents, board members, and Bumgardner, our asssociation management service team. Many opinions were voiced, and the bottom line was the request for better communications and a plea for more resident participation on the committees. The Board explained the complications and delays caused by bidding and insurance issues in the repair of the Rea Rd. / Lindahi Ln entrance monument and apologized for the lack of communication during the repair period.
Street Parking, and the dangers and blockage it creates on our narrow streets, continues to be a major concern of the residents. The Board urges residents to avoid street parking whenever possible.
It was agreed that a Homeowners' meeting will be scheduled for late August - Please watch for the announcement.
Please keep in mind that the Board is always open to concerns of the residents, either through a direct phone call to a board / committee member or via the "CONTACT US" button on our web page. As the many residents who have taken advantage of these communications know, there is no need to wait for a meeting to voice a concern.
Re: Rezoning Petition 2006-161
Developer Crosland is requesting an expansion of the approved master-zoning plan for Blakeney Professional Park, affecting the now undeveloped 8.5 acres located on the Southwest corner of Ardrey Kell and Rea Roads, directly in back of the new town homes and office buildings along Rea Road, just to the east of the Landen Meadows boundary.
The currently approved master zoning plan permits additional development of up to 75,000 square feet of office floor area. Crosland is now seeking an increase in the allowable office floor area to 185,000 square feet (an approximate 110,00 square foot increase above the currently permitted amount). The revised plan to the 8.5-acre site includes a structured two story parking deck and either two or four three-story office buildings.
A "Community Hearing" will be held on Thursday, January 4, 2007 at 7 PM at Residence Inn Charlotte Piper Glen, 5115 Piper Station Drive, Charlotte, NC 28277, 704 319-3900. Because of the relatively short notice, there was not enough time to include this in the December newsletter.

" Subj: Larceny from Auto and Garage Thefts, etc.
In the past few weeks we have seen a spike in our Larceny from Auto's and Larceny from Garages. This is not only occurring in the neighborhoods in our response area, but also the one's surrounding our response area. I have looked at the majority of the reports and we are still having people leaving their car doors unlocked or leaving valuables in plain sight. Some of the other concerns that I saw in the reports were that people are leaving the keys to their cars in their cars and that the suspects were also taking garage door openers. In addition to cars being broken into, we have had several open garages that were broken into as well with items stolen like Golf Clubs.
We believe that this is being done by a group of subjects, not just one person, coming in from Union County. It appears that they are using Rea Road, Hwy 521, and Ardrey Kell to get around. The only suspect description that we have right now is a dark colored SUV. It is also believed that they are using stolen vehicles to go from one neighborhood to another. Some of the stolen vehicles are from people leaving their keys in their cars in an open garage.
We can stop this type of crime by locking our car doors, taking everything out of our cars at night, and closing our garage doors. I can not see why residents need to leave lap top computers, digital cameras, and other valuables in their cars over night parked on the street or in the driveway. We also need to be concerned that they are taking garage door openers as well. With these they can just ride the neighborhood hitting the button until they find a garage door with the same frequency. If you park your car outside, please make sure you take your garage door opener in the house with you. Remember your garage door opener is another key to your home.
If you see anything please call 911 and be as descriptive as possible.Description
of vehicles the suspect is driving, tag number if possible, last direction you
saw them driving or running. Are they white, black, Asian, Hispanic, male, or
female and clothing description if possible.
